There are third party products that do fine job too. eg, Mailmarshal.

You can do that with core Notes and add-ins. Or with available appliances like Lotus Protector

This can be done already with lotus domino.
Open the configuration document for a server Router/SMTP -> Basic Tab.
There is for example a option called:
Relay host for messages leaving the local internet domain:
I think this could be used for that what you wish to implement.

Lotus Protector is definitely your best bet for this - and it can integrate to Domino using LDAP for recipient verification.
You can also use the LDAP integration to allow the users to sign into Protector's quarantine store using their Domino web access credentials.
Works very well for me.
(been there, done that, but no one was doing yellow t-shirts!)
