It is a rather "easy" task to upgrade Notes clients to the latest release using SmartUpgrade (among other possible tools). However, upgrading of the users' mail files is another matter. Currently, the Domino Administrator uses the CONVERT task to accomplish this. If there was a Policy or option within SmartUpgrade that after the client has been upgraded, the mail file is converted, it would alleviate a task for the Administrator. Perhaps even flagging the mail file to perform the upgrade at a designated time, to reduce replication/save confilcts and also pausing the Router.

If the old Upgrade by Mail feature can do it, why can't Smart Upgrade?

It's already available in the desktop policy, you can convert the mail file after the smart upgrade.
