Make "notes" a registered URI scheme (RFC4395)

A URI scheme is the top level of the Uniform Resource Identifier (URI) naming structure.
URI schemes should be registered with IANA, although non-registered schemes are used in practice.
Register RFC4395 defines an IANA-maintained registry of URI Schemes - "notes" is not included.

By default Notes know that http://, nntp://, ftp://, mailto: and so on, are links and after a save of a richtext field, displays lines, starting with the above, as links. 
Wouldn't it be nice if it was possible to tell it that skype://, urn://, tel://, rtsp:// and so on, also ...
