 This idea comes from the article 'Date fields in your format' on www.codestore.net.
 
The idea is basically to have the ability to specify date formatting on a database level instead on design element micro level (view column, form field).
 
At this moment I am working on an application that is rolled out worldwide but with local usage so date format interpretation is a big issue. It is hard to deliver something in a simgle template.
