It would be nice to have easier to understand rules like "a length of 8, containing 2 capitals and 1 digit". This is comprehensive for everyone, IMHO.

Look at security policies. You can set the password complexity rules to match minimum length, number of capitals & digits etc. in the Custom Password Policy section.
