For some users it would be great to avoid letting them to access the user-preferences dialog. In most cases end-users should not modify this dialog and the settings should only be managed by desktop client policies. Some users make weird things when accessing this dialog and help-desk needs to track and rollback what these users did.
My proposal is to, for some users, remove this dialog. It can be based on a notes.ini setting, or based on a workstation policy. If for any reason one preference needs to be modified, it can be done centrally (policies) or by switching to an admin.id and doing it manually.

Necessary determine which settings are critical to change. If you do not allow the user to change, for example "Default font ...", it is not serious.
The idea is good, but the problem is much deeper and harder it will be to implement.

I can assure you that not everyone feels safer having their client settings placed under the control of an Administrator. The Notes client should be configurable in a way that allows each person to establish their personal preferences and not what makes life easier for an administrator.

I hat locked down environments - got an VOIP-Client here locked to a special (complicated!) skin - terrible! Most users won't accept a pice of software without the abillity to play arround with some settings. So locking down special options will be the best way to keep users and administrators happy!

I agree that users should be able to configure their environment. When this is a problem for an administrator, there should be another way of dealing with this. An option toi show all settings could be one of them. Or an option to revert to the default settings might be another one.

Management/IT does not have all the answers for all the users. Policy documents keep the product in-line with IT usage and company policy documents. Beyond that, the user needs to be able to control their destiny. You can present a suggested value via a policy too. If you are still concerned, then I would suggest training--various ways to perform this sans introducing significant cost to the organization.
