Add a feature for the Sametime client that lets the user schedule when it starts/turns on, and more importantly, schedule when it shuts down/turns off.
For scheduling start up, the benefit would be to help ensure you activate Sametime in the morning, in case you forget to launch it. For scheduling shut down, the benefit would be preventing people from contacting you near the end of work day, when you may be trying to wrap things up.

You can just book meetings for yourself and set the sametime preference to show you are unavailable during the meeting.
Between that and having it show offline when you aren't on your computer should cover everything.

Thanks to Bruce's comment, I understand several ways to get this done in the current Notes/Domino environment. I am demoting this idea.

With the integrated sametime client I think it should be pretty obvious when you have not signed on to Sametime. And you have the option to request that you automatically be signed in to Sametime when you Log in to Notes. On that basis I think we have adequate coverage for this issue. And for the Basic client I am not sure I would be expecting IBM to do a lot of enhancements any time soon.
