 There are programs for windows to quickly start a program by typing parts of the program name (e.g. "note" would display a list with Lotus Notes, Notepad etcetera).
 
It would be nice to have a similar feature for Notes but then instead of programs I would get a list of database names somewhere on my workspace.
 
So for this feature the typed character recognition is vital.

That already exists. When you dock the Open list, the search icon (binoculars) is the first item in the list. It searches databases on your workspace. Great idea, but I'm demoting it on a technicality: it already exists.
